Enhance tailoring documentation

I have some suggestions to enhance the documentation of the Tailoring Procedure https://projekte.kosit.org/eforms/eforms-de-codelist/-/blob/main/doc/tailoring.md

IF the original identification of the EU Codelist contains a value at <CanonicalUri> (E.g. like in vehicle-category v1.10: http://publications.europa.eu/resource/dataset/vehicle-category) THEN we keep the original value in the DE codelist, ELSE we add the version specific link to the EU codelist, analogue to <LocationUri>.

How the DE codelist versioning works:

  • Each DE codelist has its own version in the new metatdata identification (second identification where KoSIT is listed as agency)
  • This represents the version of the specific codelist, not the eFormsDE or eFormsEU version
  • If there are minor changes (e.g. label changes) the last minor version is increased (e.g. from 1.0.0 to 1.0.1)
  • If there are content changes (e.g. codelist name change, code added or code deleted) the mayor version increases (e.g. from 1.0.0 to 1.1.0)
  • Only if the general structure or any other bigger conceptual changes appear the overall version is increased (e.g. from 1.0.0 to 2.0.0)
