Improve Rule CR-DE-BT-772-Lot to avoid conflict with TED rules

It was reported that the rule CR-DE-BT-772-Lot conflicts with some of the TED rules in eforms-sdk-1.12 in case when BT-771-Lot has value 'late-none'. In that specific case BT-772-Lot is not allowed according to eu rules, but is required according to CR-DE-BT-772-Lot rule. In order to avoid conflict, the CR-DE-BT-772-Lot rule should be modified to exclude the case when BT-771-Lot has value 'late-none'.
