Repeatable values bugfix for eforms-de-1.2

As the eforms-de-1.2 is still in use, we should apply the bugfix for repeatable values in rules BR-DE-23 and BT-735-Lot on the corresponding version of the eforms-de-schematron rules. For details, see the related issue.
