CR-DE-BT-760-LotResult and SR-DE-22 | Bugfix for rules when BT-142 = open-nw

The rules SR-DE-22 and CR-DE-BT-760-LotResult make the StatisticsCode mandatory.

Both of these DE rules need an exception that they don't apply in case when BT-142 has the code value open-nw.

Because StatisticsCode is forbidden when BT-142 has the code value open-nw due the TED rule BR-BT-00760-0087.
