Rules to check procedure type against notice subtype, based on codelists

added by EU in 1.10 schematrons - maybe needs to be added in german schematron rules as well with different codelist values to avoid conflicts after conversion from de to eu?

Check if there are other rules / conditional rules based on codelist values that we are avoiding in eforms-de because of the different codelist value set
