bt-708 change xpath + warning on old xpath

https://nortal.atlassian.net/browse/VDSD-2004 xpath changed from eu 1.7 to 1.10, now not using original ubl xpath but extension

  • change xpath for mandatory ruling
  • add warning to not use old xpath (even though its still possible in xsd)
