remove CR-DE-BT-512 rule as checked by ted schematron in 1.10

Since SDK-EU the rules BR-BT-00512-* check that postal codes (BT-512) have to exist for countries which have postal code systems.

Hence rule CR-DE-BT-512 can be removed from German Schematron.
