Remove rule SR-DE-14 aka SR-DE-11a not being compatible anymore with TED semantic change

As reproted here: https://nortal.atlassian.net/browse/VDSD-2261

The rule dows not work anymore with the choice of "Anywhere".

So, we remove it.
