Fix BR-DE-18 Rule not catching errornous descriptions with skonto

see xrechnung-intern#1316 for concrete description and test cases

As long as CEN does not fix its rule we implement an BR-DE-18-existance rule. Fatal if more than one.

Check why single SKONTO line without newline does not trigger rule.
