MR implements support for localization using XML property files

Implements #47 (closed) and #32 (closed)

Please note that current English localization was created using Google Translate. File must be checked or alternatively translation of BT- and BG- terms can be used from EU standard.

Also there could be some missing fixed string in the code I haven't spotted. I will check this once more but I wanted to provide you with the working code on deadline.

I have updated build.xml to produce yet another folder pdf-tabular-en where English texts are used.
